SUBJECT:
GOVERNMENT POLICY REVIEW OF CERTAIN TRADE, FISCAL, MONETARY AND ADMINISTRATIVE POLICIES, RULES, REGULATIONS AND PROCEDURES AFFECTING THE OPERATIONS OF EXPORT ORIENTED FIRMS.

WHEREAS, for the purpose of accelerating the country's export promotion program, there is a need to put into effect the necessary government assistance to enterprises whenever possible;

WHEREAS, there is a need to continuously examine and assess existing trade, fiscal and monetary policies, and other government administrative procedures, rules and regulations to make these responsive to the needs of the exporters, given the dynamic changes occuring in the international markets.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines by virtue of the power vested in me by the Constitution, do hereby order and direct you to respond in writing not later than 21 June 1980 to all the attached proposals presented by the private sector after holding a series of meeting with the Ministry of Trade and other government ministries and agencies on the occasion of "Export Consciousness Week" which I proclaimed to be held every year.

You are hereby directed to submit your written reactions to these proposals through the Ministry of Trade for consolidation and such written reactions shall be subject of a dialogue where I shall preside with the private sector groups to be held some time the last week of June, at which the definitive government response on such proposals shall be made.

This Letter of Instructions shall take effect immediately.
