[ LETTER OF INSTRUCTIONS NO. 1054, August 07, 1980 ]

WHEREAS, logging ban was imposed in certain provinces in pursuance of the country's forest conservation and flood control programs;

WHEREAS, as a result of the ban thousands of workers were laid off due to the decline of the wood industry; and

WHEREAS, there is an urgent necessity to generate employment to absorb these laid  off workers of the wood industry;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and direct:
  1. The above-named officials shall constitute a committee to study, recommend or implement the setting up and development of labor intensive projects like tree planting, dendrothernal and other projects that could generate employment to absorb those workers who were dislocated as a result of the decline of the wood industry in Southern Luzon and other regions of the country.

  2. The Committee may request any ministry, office or agency, for such assistance as it may need to carry out the objectives of this Letter of Instructions.

  3. The Committee shall submit to me periodic report of its activities.
