[ LETTER OF INSTRUCTIONS NO. 1057, August 18, 1980 ]

TO:
The Chairman, Social Security Commission and
The Administrator, Social Security System

WHEREAS, the National Tripartite Conference  on Wages, Employment and Industrial Relations held in the Development Academy of the Philippines, Tagaytay City, from August 15 to 16, 1980 indorsed as one of its consensual recommendations, that the establishment of an unemployment insurance  system be studied and considered;"

WHEREAS, in the light of the present economic realities, there is now a felt need to consider the feasibility of instituting an unemployment insurance scheme which could afford meaningful protection to workers from the ravages of unemployment resulting from recession and other similar causes consistent with the constitutional mandate to promote social justice and to afford protection to labor,

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and direct:
  1. That the Social Security Commission and Social Security System immediately cause a study to be undertaken of the feasibility of setting up an unemployment insurance system as part of the integrated social security services to be made available to workers;

  2. That such study be conducted in close consultation with workers' and employers" organization; and

  3. That such study be completed within six (6) months from the issuance of this Letter of Instructions, and upon completion thereof, a comprehensive report be submitted to the undersigned for appropriate action and disposition.
This Letter of Instructions shall take effect immediately.

DONE in the City of Manila this 18th day of August, in the year of Our Lord, nineteen hundred and eighty.
