[ LETTER OF INSTRUCTIONS NO. 1106, January 27, 1981 ]

TO:
The Minister of Justice
The Minister of Foreign Affairs
The Minister of Tourism
The Commissioner of Immigration

and Deportation

SUBJECT:
Further Amending LOI No. 911, as Amended by LOI No. 1067, To Include Holders of Taipei Passports

Whereas, contrary to international practice under which Taipei national should hold Certificates of Identity (CI) because Taipei is not recognized as independent state, Taipei residents who travel abroad hold Taipei passports.

Whereas, holders of Taipei passports are not covered by LOI No. 911, as amended, which refers only to holders of Hongkong British passports, Macao Portuguese passports and Certificates of Identity (CI)

Whereas, Taipei passport holders fall under the same category as holders of Hongkong British passports, Macao Portuguese passports, and Certificates of Identity, in the sense that they are all admitted to the Philippines under Section 9(a) of the Philippine Immigration Act, as amended, for purposes of pleasure or business.

Now, therefore, LOI No. 911, as amended, should be, as it is hereby, further amended so as to include within its coverage holders of Taipei passports, whose admission to and stay in the Philippines shall be governed by those provisions of LOI No. 911, as amended by LOI No. 1067, which are applicable to holders of Certificates of Identity.

For strict and immediate compliance.

Done in the City of Manila, this 27th day of January, in the year of Our Lord, Nineteen Hundred and Eighty-One.

(Sgd.) FERDINAND E. MARCOS
President of the Philippines
