[ LETTER OF INSTRUCTIONS NO. 1169, October 12, 1981 ]
CREATING A COMMITTEE AND DESIGNATING AN EXECUTIVE AGENCY FOR THE ESTABLISHMENT AND OPERATION OF THE ASIAN TRAINING CENTER FOR ADVANCE MACHINE TOOLS TECHNOLOGY

WHEREAS, the development of a Machine tools industry that will produce the machinery for other industries is indispensable to the attainment of viable industrialization.
WHEREAS, following the normal evolutionary stages in the development of a machine tools industry will result in an industry generations behind the machine toos industry of the developed and more advanced development nations.
WHEREAS, this long and unsatisfactory process could be leapfrogged by establishing a training center for advance machine tools technology equipped with state of the art technology and training techniques.
WHEREAS, the machine tools industry and training institutions in the industrially advanced nations are willing to assist the Philippines attain a modern machine tools industry capability by establishing in the Philippines such advanced training center.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the power vested in me by law hereby declare and ordain the following instructions;
- A Committee composed of the five ministries instructed above is hereby created to oversee the establishment of the Asian Training Center for Advance Machine Tools Technology, with the Ministry of Human Settlements as Chairman.
- The University of Life Under the Ministry of Human Settlements is directed to be the executing agency for the project under the supervision of the Committee
- The Committee shall negotiate with the foreign institutions committee to assist in the establishment of the Center the most favorable terms for the establishment and operationalization in the soonest possible time of the said Center.
- For purposes of said negotiation, the Committee nay constitute a Technical panel to be located within the University of Life but with inputs of technical expertise from the participating Ministries to undertake the detailed discussions program-planning with their counterparts from the participating foreign institutions.
- The Committee is hereby granted a budget allocation of Five Hundred Thousand Pesos( P500,000.00) to support the operation of the secretariat and technical staff that will undertake the negotiations and program planning for the establishment of the Center.
