1. For the purpose of implementing government plans on the upgrading of sites and services in the Tondo Foreshore and on the development of the Dagat-Dagatan and its adjacent areas for residential, commercial and industrial use, all lands within the boundaries setforth by the accompanying technical descriptions generally covered by the Tondo Foreshore, the offshore land of Vitas being reclaimed and Dagat-Dagatan and its adjacent areas are hereby declared "Planned Area for New Development" or "PLAND".
   
   
2. The Tondo Foreshore Development Authority created under Presidential Decree No. 570 dated 30 October 1974, shall have general jurisdiction and control over all persons, corporations, firms and utilities existing, proposed or otherwise to be established within the aforementioned areas and shall supervise, regulate and exercise its powers in accordance with the provisions of Presidential Decree No. 570.

All government departments, agencies and instrumentalities are hereby directed to coordinate and integrate all plans and programs relating to the Tondo Foreshore, Vitas, Dagat-Dagatan and its adjacent areas with the Tondo Foreshore Development Authority.
