[ PROCLAMATION NO. 1172, November 17, 2006 ]
DECLARING NOVEMBER 25 TO DECEMBER 12 OF EVERY YEAR AS THE "18-DAY CAMPAIGN TO END VIOLENCE AGAINST WOMEN"
WHEREAS, the government is committed to address all forms of violence against women, and to strengthen the Administration's goal to protect the human rights of women as enshrined in the 1987 Constitution, other laws, the Framework Plan for Women and other policies and programs and the Convention on the Elimination of all Forms of Discrimination against Women, of which the Philippines is a signatory;
WHEREAS, since 1991, the Philippines has joined the international community in the observance of the 16-Day Campaign Against Violence Against Women, from November 25, which is the "International Day to Eliminate Violence Against Women' to December 10, the "International Human Rights Day," to emphasize that violence against women is a human rights violation, and thereby, to raise awareness on gender-based violence as a human rights violation, and to ensure better protection for survivors/victims of violence;
WHEREAS, the country' observes December 12 of every year as the "International Day Against Trafficking" to mark the adoption in Palermo, Italy in 2000, of the "Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children.";
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare November 25 to December 12 of every year as the "18-Day Campaign to End Violence against Women in the Philippines".
The National Commission on the Role of Filipino Women (NCRFW) shall lead, coordinate, monitor and evaluate the nationwide yearly observance of the 18-Day Campaign to End Violence Against Women from November 25 to December 12 of every year, in coordination with the Inter-Agency Council Against Trafficking (IACAT) and the Inter-Agency Council on Violence against Women and Children (IACVAM/C).
All departments and agencies of the national government; including state colleges and universities, Local Government Units (LGUs) and all the other sectors of society are enjoined to actively support and participate in the protection of human rights of women against violence and all other forms of discrimination.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
