With a view to ensuring a well-organized, coordinated and effective campaign for the establishment of the headquarters of the Common Fund in Manila, it is hereby declared that starting April 1, 1982, an active campaign shall be conducted by the Philippine Government in order to secure support for the Philippine bid for the headquarters of the Common Fund.
For this purpose, all officials of the government are hereby enjoined to cooperate actively in this campaign. A Special Team is hereby constituted to be composed of H.E. Cesar E.A. Virata, Prime Minister and Minister of Finance, as Chairman, and Hon. Manuel Collantes, Deputy Minister for Foreign Affairs, as Vice-Chairman, and such members as may be deemed necessary to be designated by the Chairman in consultation with the Vice-chairman.
The Special Team shall organize a working group to prepare a factual and documented study showing the advantages for Manila as site of the headquarters of the Common Fund. The study shall include, among other thing, data on the following matters: 1) costs of travel; 2) cost of communication; 3) costs of living; 4) maintenance costs; and 5) physical environment in Manila to include health, educational and recreational facilities.
The Special Team may undertake such travels as may be necessary to key countries in Europe, in the Americas, in Africa, and Asia, for the purpose of achieving the objective hereof. It shall submit to the Office of the President not later than 5 April 1982 a report on the study made pursuant to this Letter of Instructions, together with a schedule of the proposed trips to be undertaken abroad.
The Minister of the Budget is hereby authorized to set side and make available the sum of Two Hundred Fifty Thousand Dollars (P250,000.00) from the Special Activities Fund or any appropriate funding sources for the vie of the Special Team.
