All heads of ministries, bureaus, offices, agencies and instrumentalities of the government including government-owned or controlled corporations and political subdivisions.

WHEREAS, the Office of the President has been swamped with requests  for authority to purchase motor vehicles inspite of ay Letters of  Instructions banning or limiting said purchases.

WHEREAS, I hereby reiterate that purchase of motor vehicles shall remain banned, unless the purchase is absolutely necessary for the operation of the government office or agency concerned.

HENCEFORTH, all requests for exceptions to this Order shall be submitted to, and shall be decided by, the Executive Committee.

Done in the City of Manila, this 27th day of March, in the year of Our Lord, nineteen hundred and eighty-two.
