[ LETTER OF INSTRUCTIONS NO. 1251, June 30, 1982 ]

Pursuant to the objectives of Batas Pambansa Blg. 21, the Dairy Industry Development Act of 1979, particularly self-sufficiency in milk and milk products for the proper nutrition of the Filipino people, it is imperative that breeding farms be established for the production of locally-adapted top-grade Holstein bulls for the production of semen.

I therefore direct the Ministry of Agriculture and the Philippine Dairy Corporation to take steps immediately towards the establishment of two Purebred Dairy Genetic Farms at the Malaybalay Stock Farm in Bukidnon and the Milagros Stock Farm in Masbate, using the loan proceeds negotiated for the purpose from the Asian Development Bank (ADB) and the International Fund for Agricultural Development (IFAD).

I further direct the Ministry of agriculture and the Philippine Dairy Corporation to undertake negotiations with Cuba, Canada and the Netherlands for the supply of Purebred stock and to solicit the technical assistance of those countries in the establishment of the two genetic farms.

Report of compliance with these instructions shall be submitted to the Office of the President as soon as possible.
