In an earlier Letter of Instructions, I directed the Ministry of Agriculture and the Philippine Dairy Corporation to work together for the establishment of two Dairy Genetic  Farms, one at the Malaybalay Stock Farm in Bukidnon and another at the Milagros Stock Farm in Masbate.

To supplement the above Dairy Genetic Farms, it is necessary to establish a third genetic farm at Los Baños which can be closely monitored and supervised by UPLB  scientists and researchers.

I therefore direct the University of the Philippines at Los Baños, Lguna and the  Philippine Dairy Corporation to coordinate fend work closely in establishing a third dairy genetic  farm within the UPLB experimental  station.,

UPLB will provide the technical expertise and assistance needed in the formulation and implementation of breeding schemes and genetic development programs.  The Philippine Dairy Corporation shall be responsible for the actual management and operation of the dairy genetic farm and shall  provide the necessary funds out of its capital outlay for the establishment and operation of the farm.
