AN ACT MAKING APPROPRIATIONS FOR THE MAINTENANCE OF A HOSPITAL SHIP FOR USE IN THE DEPARTMENT OF MINDANAO AND SULU, AND FOR OTHER PURPOSES.
Whereas the inhabitants of the Sulu Archipelago, owing to their isolation, have been deprived of adequate medical and social facilities; and
Whereas there is urgent need of extending immediate relief to the two hundred thousand or more people of that district; and
Whereas the local facilities, agencies, and resources have been unable to cope with the situation: Therefore,
By authority of the United States, be it enacted by the Philippine Commission, that:
SECTION 1. A continuing annual appropriation of the following sums is hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated for the Insular aid of the Department of Mindanao and Sulu for a period of five years, beginning July first, nineteen hundred and fifteen:
For salaries and wages of the personnel of a
hospital ship for positions to be created with
the approval of the Governor-General.........................P21,000.00
For contingent expenses for the operation of
hospital ship ...............................................29,000.00
SECTION. 2. A coast-guard cutter shall be made available to private philanthropy for conversion into a hospital ship, which vessel with added improvements, however, shall remain the property of the Insular Government, and be operated under the general direction of the governor of the Department of Mindanao and Sulu, for the purposes of this Act or for such other purposes not inconsistent herewith as the said governor, with the approval of the Governor-General, may prescribe.
SECTION 3. The amounts appropriated in this Act shall be come available when private philanthropy shall have converted the coast-guard cutter into a hospital ship and the conditions for the payment of the expenses and the operation of the ship are satisfactory to the Governor-General and the Director of Health, and provided that an amount of at least twenty-five thousand pesos per annum for the maintenance and operation of said hospital ship shall be furnished by private philanthropy during the term of said five years.
SECTION. 4. This Act shall become effective upon its passage.
