AN ACT PROVIDING FOR THE TEMPORARY ASSIGNMENT OF OFFICIALS AND EMPLOYEES TO PERFORM THE DUTIES OF HEADS OF BUREAUS, AND OF OTHER OFFICIALS OR EMPLOYEES IN CASE OF THE TEMPORARY ABSENCE OR INABILITY OF THE OFFICIAL WHO BY LAW IS ENTRUSTED WITH THE PERFORMANCE OF SUCH DUTIES.

By authority of the President of the United States, be it enacted by the United States Philippine Commission, that:

SECTION 1. In case of the temporary absence or disability of the Secretary of the head of any Office or Bureau established by law, any official or employee in the Office or Bureau may be designated by the Secretary of the Department under which the Office or Bureau is established, temporarily to perform the duties of such head during such absence or disability, and it shall be the duty of the person so designated to perform the duties of the head of the Office or Bureau without additional compensation. In case the Office or Bureau is not by law under the charge of the Secretary of any Department, then the designation in this section provided shall be made by the Civil Governor.

SEC. 2. In case of the temporary absence or disability of any subordinate officer or employee in any Office or Bureau, the head of such Office or Bureau may designate any other subordinate official or employee in the Office or Bureau temporarily to perform the. duties of the official or employee who is thus absent or disabled, and it shall be the duty of the person so designated to perform the duties so assigned to him, without additional compensation.

SEC. 3. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September twenty-sixth, nineteen hundred.

SEC. 4. This Act shall take effect on its passage.
