In view of innumerable complaints that the prices of paper and/or paperboard products used either as raw materials for packaging of socialized or controlled commodities have unreasonably risen and after finding that these price increases are brought about substantially by the trading of these vital commodities through commission agents and/or intermediary distributors, who necessarily have to make their commissions, you are hereby directed, pending the determination of maximum price ceilings as directed in LOI No. 212, dated September 5, 1974, to immediately instruct all manufacturers of paper and/or paperboard, covering such items as:
- Newsprint and local bond (for conversion to writing pads and notebooks)
- Kraft Paper (for conversion to cement bags)
- Box Boards (for conversion to milk cartons, coconut edible oil cartons)
No paper and/or paperboard manufacturers, however, shall directly sell to the manufacturers of socialized or controlled commodities without first securing from the Price Control Council, a certificate attesting to the reasonableness of the prices of their products being offered for sale.
