TO :	The Secretary of Public Highways and All Concerned

The Philippine Air Force now has the capability to undertake extensive repairs and to manufacture spare parts of heavy equipment and other machinery.

In order that heavy equipment which are out of order and now lying idle in depots of the department of public highways are put back in operation, you shall immediately move said equipment to the 550th Air Force Engineering Wing for repair.

In the department of public highways has no present program for the rehabilitation and repair of government equipment and machinery, I also hereby direct all government offices needing the service to send such equipment and machinery to the Air Force for repair.

The cost of repairs made in compliance with these instructions shall be charged to the department of public highways.

The Secretary of Public Highways is further directed to explain why the DPH does not possess sufficient repair capability.
