[ LETTER OF INSTRUCTIONS NO. 283, June 05, 1975 ]

TO :
Solicitor General
Undersecretary of Foreign Affairs
Director-General, NISA

SUBJECT :
Further Implementation of LOI No. 270

It has been determined that there are many aliens above twenty-one years of age who desire to apply for naturalization pursuant to LOI No. 270 but who are still college students and do not have sufficient income. Since such students will in due time, especially with academic preparation, be able to engage themselves in lawful callings from which they can derive sufficient income, they may already be given the opportunity of acquiring Philippines citizenship. Accordingly, par. 1 (e) of LOI No. 270, is ordered amended, as follows:
"e.    He must have a known trade, business, profession, or lawful occupation, from which he derives income sufficient for his support and, if he is married or has dependents, also that of his family; Provided, that this requirement may be waived with respect to bona fide college students above 21 years of age who on the basis of their qualifications and potentials can become useful citizens of the country;"
It is further ordered that:

To enable you to process the nearly 10,000 applications which have already been filed as well as those which may still be filed before June 15, 1975, you may submit your recommendations not later than July 15, 1975.

DONE in the City of Manila, this 5th day of June, in the year of Our Lord, Nineteen Hundred and Seventy-Five.
