AN ACT AMENDING PARAGRAPH TWO OF SECTION THREE HUNDRED AND THIRTEEN OF ACT NUMBERED ONE HUNDRED AND NINETY, ENTITLED "AN ACT PROVIDING A CODE OF PROCEDURE IN CIVIL ACTIONS AND SPECIAL PROCEEDINGS IN THE PHILIPPINE ISLANDS." BY MAKING THE SIGNED COPY CONCLUSIVE PROOF OF ACTS OF THE PHILIPPINE COMMISSION AND THE PHILIPPINE LEGISLATURE.
By authority of the United States, be it enacted by the Philippine Legislature, that:
SECTION 1. Paragraph two of section three hundred and thirteen of Act Numbered One hundred and ninety is hereby amended to read as follows:

"2. The proceedings of the Philippine Commission or of give proof of any legislative body that may be provided for the Philippine Islands, or of Congress, by the Journals of those bodies or of either House thereof, or by published statutes or resolutions, or by copies certified by the clerk or secretary or printed by their order: Provided, That in the case of Acts of the Philippine Commission or the Philippine Legislature when there is in existence a copy signed by the presiding officers and the secretaries of said bodies, it shall be conclusive proof of the provisions of such Act and of the due Spanish legislation, enactment thereof. The proceedings of the legislative branch of the Government of Spain, prior to the eighteenth day of August, eighteen hundred and ninety-eight, may be proved by public documents or statutes or resolutions printed by the order of the executive or legislative departments of the Government of Spain or commonly received in that country as such, or by copy certified under the seal of either the executive or the legislative branch of the Government of Spain, or by a recognition thereof in some public act of the Executive of the United States.Enacted, February 3, 1913.
