[ PRESIDENTIAL DECREE No. 989, August 27, 1976 ]
TRANSFERRING TO THE MARIANO MEMORIAL COLLEGE OF SCIENCE AND TECHNOLOGY CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN IN THE MUNICIPALITY OF BATAC, PROVINCE OF ILCCOS NORTE.
WHEREAS, Presidential Decree No. 614 converted the Ilocos Norte Institute of Technology into a State College known as Mariano Marcos Memorial College of Science and Technology to provide higher technological, professional, and vocational instruction and training in science, agricultural and industrial fields, as well as short-term technical or vocational courses, and to promote research, advance studies, and progressive leadership in its areas of specialization;
WHEREAS, the Mariano Marcos Memorial College of Science and Technology is rapidly expanding its curriculum offerings and among its new colleges is the College of Forestry which offers the Bachelor of Science in Forestry degree and a two (2) year Ranger course;
WHEREAS, forestry and ranger students in this college have no available laboratory area wherein to undertake their (Held practice; and
WHEREAS, the Mariano Marcos Memorial College of Science and Technology properly deserves the government's attention and support in the form of land grants;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
SECTION 1. The following parcels of land of the public domain in the Municipality of Batac, Province of Ilocos Norte are hereby granted, ceded and transferred in full ownership to the Mariano Marcos Memorial College of Science and Technology, subject to existing private rights, if any, more particularly described as follows:

SEC. 2. All revenues from the lands set aside under the preceding section shall accrue to and be for the benefit of the Mariano Marcos Memorial College of Science and Technology: Provided, That the utilization of any existing timber therein shall be subject to forest laws, rules and regulations.
SEC. 3. All laws, rules and regulations inconsistent herewith are hereby repealed or modified accordingly.
SEC. 4. This Decree shall take effect immediately.
