[ REPUBLIC ACT NO. 7517, May 21, 1992 ]

AN ACT CONVERTING THE NORTHERN MINDANAO SCHOOL OF ARTS AND TRADES (NMSAT) IN CABADBARAN, AGUSAN DEL NORTE, INTO A COLLEGE OF ARTS, SCIENCE AND TECHNOLOGY, TO BE KNOWN AS THE NORTHERN MINDANAO COLLEGE OF ARTS, SCIENCE AND TECHNOLOGY, AND APPROPRIATING FUNDS THEREFOR



Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. The Northern Mindanao School of Arts and Trades (NMSAT) in Cabadbaran, Agusan del Norte, is hereby converted into a college of arts, science and technology, to be known as the Northern Mindanao College of Arts, Science and Technology.

SEC. 2. The College shall primarily provide professional and advanced vocational, technical instruction and training in arts and trades, forestry and engineering and industrial technologies. It shall also promote research, advanced studies and progressive leadership in its field of specialization.

SEC. 3. The College shall maintain, in addition to secondary education program, undergraduate and graduate courses in the fields of engineering and industrial technologies.  It shall also offer short-term vocational, technical and technology courses.

SEC. 4. The College shall be headed by a college superin-tendent who shall be responsible for its administration and supervision under the Department of Education, Culture and Sports supported by the faculty of instruction, administrative services and employees and whose compensation shall be in accordance with existing laws.

SEC. 5. The Department of Education, Culture and Sports is hereby directed to take the necessary steps for the immediate implementation of this Act, whereupon the incumbent vocational school administrator of the School shall be the acting superintendent to hasten its organization and development.

SEC. 6. All personnel, records, assets and liabilities of and the existing appropriations for the Northern Mindanao School of Arts and Trades are hereby transferred to the Northern Mindanao College of Arts, Science and Technology. Thereafter, such amount as may be necessary for the operation and maintenance of the College shall be included in the annual General Appropriations Act.

SEC. 7. This Act shall take effect upon its approval.

This Act which originated in the House of Representatives was finally passed by the House of Representatives and the Senate on October 17, 1991 and January 27, 1992, respectively.
