PROHIBITING THE EXECUTION OF GOVERNMENT CONTRACTS WHEREIN THE GOVERNMENT IS REQUIRED TO MAKE ADVANCE PAYMENT FOR SERVICES NOT YET RENDERED AND/OR SUPPLIES AND MATERIALS NOT YET DELIVERED.



As a matter of administrative measure and for the security of the Government, I, Manuel Roxas, President of the Philippines, by virtue of the powers vested in me by law, do hereby prescribe that no government contract for public services and/or for furnishing supplies and materials to the Republic of the Philippines or any of its branches, subdivisions, agencies or instrumentalities shall be entered into if by the terms thereof, the Government is required to make an advance payment for services not yet rendered and/or supplies and materials not yet delivered.

No payment, partial or final, shall be made on any contract without a certificate on the vouchers therefor to the effect that the services and/or supplies and materials for which payment is contemplated have been rendered or delivered, as the case may be, in accordance with the terms of the contract and have been duly inspected and accepted. Such certificate shall be signed by the Chief of the office having full knowledge of the facts of the case.
