[ Act No. 2353, February 28, 1914 ]

AN ACT AUTHORIZING THE EMPLOYMENT OF EXPERTS TO MAKE SPECIAL INVESTIGATIONS OF THE BUSINESS OF THE BUREAUS AND OFFICES OF THE GOVERNMENT FOR THE PURPOSE OF DEVISING AN ECONOMIC AND MORE EFFICIENT PLAN FOR THE OPERATION THEREOF, AND OF OTHER MATTERS OF GENERAL INTEREST, AND APPROPRIATING THE SIM OF TEN THOUSAND PESOS TO CARRY ON SUCH INVESTIGATIONS.

By authority of the United Slates, be it enacted by the Philippine Legislature, that: 

SECTION 1. The sum of ten thousand pesos, or so much thereof as may be necessary, is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, to make special investigations of the business of the Bureaus and Offices of the Government, for the purpose of devising a more economic and more efficient plan for the operation thereof, and of other matters of general interest; and for this purpose the Governor-General is hereby authorized to employ, with the consent of the Employment of ex-Philippine Commission, such expert or experts as may be necessary, with such compensation or emoluments and reimbursement of expenses as he may determine, and during such period as may, in his discretion, be fixed, and he shall have direct administrative authority over them, investigations.

SEC. 2. It shall be the duty of the expert or experts so appointed to make investigations by order of the Governor-General or of either House of the Philippine Legislature, or aid the Governor-General or either House of the Philippine Legislature to investigate the conditions of the Bureau of Agriculture, the Bureau of Education, or any other Bureau or Office of the Government of the Philippine Islands designated by the Governor-General or either House of the Philippine Legislature, or any matter of general interest so designated, and report on such investigations: Provided, however, That nothing contained in this Act shall be construed as creating a permanent position or office: And provided further, That in case the sum herein appropriated is insufficient to cover all the expenses incurred in carrying out the purposes of this Act, any surplus of any fund or funds appropriated for any Bureau investigated by virtue of this Act shall be available in an amount not to exceed ten thousand pesos to cover the deficit, upon the recommendation of the emergency board created by Act Numbered Twenty-three hundred and nineteen.

SEC. 3. The public good requiring the speedy enactment of this bill, the same shall take effect on its passage, in accordance with section one of Act Numbered Nineteen hundred and forty-five of the Philippine Legislature.
