DECLARING FRIDAY, SEPTEMBER 28, 2010, AS SPECIAL (NON-WORKING) DAY IN THE PROVINCE OF PAMPANGA, IN COMMEMORATION OF THE BIRTH CENTENARY OF PRESIDENT DIOSDADO P. MACAPAGAL



WHEREAS, the late President Diosdado P. Macapagal, the 9th president of the Philippines from 1961 to 1965, was born on September 28, 1910 in Lubao, Pampanga;

WHEREAS, prior to his presidency, he served in the government in various capacities: as Legal Assistant to the President of the Philippines, 1941; Head, Legal Division, Department of Foreign Affairs, 1946; Chief Negotiator for the transfer of the Turtle Islands from the United Kingdom to the Philippines, and Second Secretary, Philippine Embassy, Washington, D.C., 1948; and Counselor on Legal Affairs and Treaties, 1949;

WHEREAS, he started his political career as Representative for the 1 st District of Pampanga, House of Representatives, 1949; and was re-elected in 1953;

WHEREAS, he was elected Vie-President serving from 1957 to 1961; and elected President of the Philippines in 1961;

WHEREAS, he introduced the Land Reform Code of 1963; and is known for moving the celebration of Independence Day from July 4 to June 12;

WHEREAS, he was elected president of the 1971 Constitutional Convention that drafter the 1973 Constitution;

WHEREAS, he died on April 21, 1997 and was buried at the Libingan ng mga Bayani;

WHEREAS, it is but fitting and proper that the people of the Province of Pampanga be given full opportunity to celebrate the occasion to celebrate the occasion with the appropriate ceremonies.

NOW, THEREFORE, I, PAQUITO N. OCHOA JR., Executive Secretary, by the authority of His Excellency, BENIGNO S. AQUINO III, do hereby declare Tuesday, September 28, 2010, as special (non-working) holiday in the Province of Pampanga.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
