[ MEMORANDUM CIRCULAR NO. 18, September 14, 2011 ]
1. Provision of alternative transportation;
2. Logistical support;
3. Maintenance of peace and order;
4. Security to non-participating transport groups/individuals; and
5. Apprehension and filing of charges for violation of applicable laws, rules and regulations relative to the conduct of transport strikes.
For this purpose, the MMDA shall immediately convene the Task Force to work on detailed actions and contingency plans to address issues and concerns in the event that a transport strike happens.
In cases of transport strikes outside Metro Manila, the Department of the Interior and Local Government (DILG) is hereby directed to lead in the conduct of necessary actions and responses therein.
This Circular shall take effect immediately.
