Upon the recommendation of the Secretary of the Department of Environment and Natural Resources and by virtue of the powers vested in me by law, I, BENIGNO S. AQUINO III, President of the Republic of the Philippines do hereby set aside and declare the Marikina Watershed Reservation situated in the City of Antipolo and in the Municipalities of Baras, Rodriguez, San Mateo and Tanay, all in the Province of Rizal as a protected area under the category of Protected Landscape, subject to the operations of previous proclamations and property rights and without prejudice to the rights of the Indigenous Peoples as provided for in R.A. 8371, DENR Administrative Order No. 93-02, and other related rules and regulations, if any there be, as described in DENR NIPAS Map No. RO 4A-9, more particularly described as follows:
