[ REPUBLIC ACT NO. 8401, November 22, 1997 ]
AN ACT CONVERTING THE RIZAL MUNICIPAL HIGH SCHOOL IN THE MUNICIPALITY OF RIZAL, PROVINCE OF KALINGA, INTO A NATIONAL HIGH SCHOOL OF ARTS AND TRADES TO BE KNOWN AS THE RIZAL NATIONAL SCHOOL OF ARTS AND TRADES, AND APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. The Rizal Municipal High School in the Municipality of Rizal, Province of Kalinga, is hereby converted into a national school of arts and trades under the supervision of the Department of Education, Culture and Sports to be known as the Rizal National High School of Arts and Trades.
SEC. 2. The school shall provide secondary education proper and secondary technical-vocational courses and training as may be authorized by the Department of Education, Culture and Sports: Provided, That the education and trainings to be offered are consistent with the goals for local, regional and national development program.
SEC. 3. The school shall be under the direct supervision of the Department of Education, Culture and Sports, and shall be headed by a school administrator.
SEC. 4. No student shall be denied admission to the school by reason of sex, ethnic consideration and religious belief.
SEC. 5. The body of teachers and instructors and heads of departments shall constitute the faculty of the school.
SEC. 6. All personnel, records, assets and properties, including buildings, sites and the improvements thereof, obligations, funds and appropriations of the Rizal Municipal High School are hereby transferred to the Rizal National School of Arts and Trades.
SEC. 7. The Department of Education, Culture and Sports shall issue rules and regulations necessary to carry out the purpose of this Act.
SEC. 8. The amount necessary for the implementation of this Act shall be charged against the current year's appropriations of the Rizal Municipal High School. Thereafter, such sums as may be necessary for the operation and maintenance of Rizal National School of Arts and Trades shall be included in the annual General Appropriations Act.
SEC. 9. This Act shall take effect upon its approval.
