SIMPLIFICATION OF IMPORT PROCEDURES ON CHANGES IN FABRIC CONSTRUCTION
Memorandum 91-35 dated 12 November 1991 provides that request/s for amendment of import license due to changes in fabric construction noted prior to or upon pre-shipment inspection should be filed with the GTEB and accordingly approved in order to enable firms to release shipment of imported raw materials.
In order to further minimize delays attendant to importation, please be advised that a GTEB approval/amendment on discrepancies in fabric construction beyond the agreed tolerance of +5% shall no longer be a pre-requisite for the issuance of the Clean Report of Findings (CRF). However, such discrepancies shall be reported to the GTEB and the importer by the SGS-Manila Liaison Office for monitoring purposes. Furthermore, it is understood that the importer shall assume full responsibility for non-acceptance of finished goods by the buyer due to construction discrepancies accordingly accepted by the importer.
