Quoted hereunder for your information and guidance is the text of the letter dated January 10, 1997 of the National Food Authority:

"This has reference to the reported importation of long grain rice by the private sector.

Please be informed that the Department of Agriculture/National Food Authority does not issue and has not issued any permit to import rice to any entity.  This act violates PD No. 4 and 1028 which governs the sole importation by the government through NFA.
