Recognizing the Philippine government's obligation to the International Maritime Organization's Standard of Training, Certification and Watchkeeping for Seafarers 1978 (IMO-STCW 78) Convention, member agencies of the Maritime Training Council (MTC) in consultation with concerned private sectors jointly issued a Resolution approving and endorsing on 10 May 1991 the Minimum Requirements and Qualification Standard for Entry and Promotion to Grade (MRQSEPG) of Filipino seafarers, for implementation incorporating the said STCW-78 Convention.

In consideration therefore of the above Resolution and the need to upgrade the quality of our seafarers deployed overseas including those marine related skilled workers, the aforementioned MRQSEPG and its 1994 revised edition shall take effect immediately for implementation as qualification standards for documentation, classification, registration and issuance of Seafarers Registration Certificates (SRC) for all Filipino seafarers deployed overseas.
