To ensure that the interest of the Bureau is better protected in the transshipment of import cargoes bound for Subic, Clark, PEZA and other special economic zones, the following additional documents  should be attached to the APPLICATION FOR TRANSSHIPMENT PERMITS prior to processing:

1.    Commercial Invoice
2.    Packing List

No application for transshipment shall be approved without the aforecited documents.

All Deputy Collectors for Operating are hereby instructed to observe strict implementation of this Order.

This shall take effect immediately.
