AN ACT TO ESTABLISH A NEW COMPREHENSIVE HIGH SCHOOL IN BARANGAY CAGNOCOT MUNICIPALITY OF VILLABA, PROVINCE OF LEYTE, BY TRANSFERRING THE HIGH SCHOOL DEPARTMENT OF THE LEYTE NATIONAL COLLEGE OF AGRICULTURE, SCIENCE AND TECHNOLOGY AND CONSTITUTING IT INTO A SEPARATE AND DISTINCT SECONDARY SCHOOL, TO BE KNOWN AS THE VILLABA NATIONAL COMPREHENSIVE HIGH SCHOOL, AND APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. There is hereby established a comprehensive public high school in Barangay Cagnocot, Municipality of Villaba, Province of Leyte, by transferring the high school department of the Leyte National College of Agriculture, Science and Technology and constituting it into a separate and distinct secondary school, to be known as the Villaba National Comprehensive High School.
SEC. 2. The Leyte National College of Agriculture, Science and Technology shall donate at least three hectares (3 has.) of its present seventy-hectare land next adjacent to and facing Barangay Cagnocot, Villaba, Leyte, to be used as the new school site of the Villaba National Comprehensive High School.
SEC. 3. All funds, records, properties, as well as liabilities, if any, and the displaced teachers of the secondary program of the Leyte National College of Agriculture, Science and Technology shall be transferred to and absorbed by the Villaba National Comprehensive High School.
SEC. 4. The Department of Education, Culture and Sports shall issue such rules and regulations as may be necessary to carry out the purpose of this Act.
SEC. 5. The amount necessary for the implementation of this Act shall be charged against the current year's appropriations of the Leyte National College of Agriculture, Science and Technology - Secondary Department. Thereafter, such sums as may be necessary for the operation and maintenance of the Villaba National Comprehensive High School shall be included in the annual General Appropriations Act.
SEC. 6. All laws, decrees, executive orders, rules, regulations and other issuances or parts thereof which are inconsistent with the provisions of this Act are hereby repealed, amended or modified accordingly.
SEC. 7. This Act shall take effect upon its approval.
Approved, Lapsed into law on November 27, 1997, without the signature of the President, in accordance with Article VI, Section 27 (1) of the Constitution.
