GRANT OF ELIGIBILITY TO BARANGAY HEALTH WORKERS
In accordance with the provisions of RA No. 7883, the CSC issued Resolution No. 99-2845 which provides the Implementing Guidelines in the Grant of BHW Eligibility.
The BHW eligibility is granted to accredited BHWs who have rendered at least five (5) years continuous and satisfactory service as Barangay Health Worker to the community provided, they meet the other requirements of the special eligibility program. The eligibility conferred is appropriate for certain first level positions identified in CSC Resolution No. 99-2845.
The CSC invites government agencies concerned to take note of Section 4, Part 4, Rule VII of the Implementing Rules and Regulations of RA 7883 which provides as follows:
"Section 4. Preference in the Hiring of Health Personnel. - An accredited BHW who has been granted a second grade civil service eligibility shall be given preference in the hiring of health personnel by the government agency or institution where he/she seeks employment provided that he/she possesses all of the qualifications and none of the disqualifications for the position applied for."

BARANGAY HEALTH WORKERS ELIGIBILITY
RESOLUTION NO. 992845
WHEREAS, Section 6 (d) of Republic Act No. 7883, otherwise known as the "Barangay Health Workers Benefits and Incentives Act of 1995," provides that "a second grade eligibility shall be granted to barangay health workers (BHW) who have rendered five (5) years continuous service as such;
WHEREAS, the Implementing Rules and Regulations of RA No. 7883 provide the basic qualifications and requirements in the grant of eligibility to BHW;
WHEREAS, Section 15 of the IRR of RA 7883 provides that the "the CSC shall be responsible for the second grade civil service (subprofessional) eligibility, or its equivalent to qualified BHWs;
WHEREAS, Section 12 (2) of Book V of the Administrative Code of 1987 (Executive Order No. 292) provides that the CSC can prescribe, amend and enforce rules and regulations for carrying into effect the provisions of the Civil Service Law and other Pertinent Laws;
WHEREAS, for an effective and uniform implementation of the grant of eligibility to qualified BHWs, and to protect the integrity of the grant of said eligibility, there is a need for CSC to promulgate and adopt implementing guidelines;
WHEREFORE, premises considered, the Civil Service Commission hereby promulgates and adopts the attached "Implementing Guidelines in the Grant of Barangay Health Worker Eligibility."
This Resolution takes effect 15 days after its publication in a newspaper of general circulation.
