[ DA ADMINISTRATIVE ORDER NO. 19, S. 1995, October 19, 1995 ]
SPECIAL PERMIT TO TRANSPORT BREEDING CATTLE FROM GENERAL SANTOS CITY AND SARANGANI PROVINCE TO BUKIDNON AND CAGAYAN DE ORO CITY
In view of the local declaration of Mindanao as FMD Free, the need of cattle ranchers in Region X to improve the quality of their existing breeding stocks and the plan to display pure-bred American Bulls during the National Beef Congress to be held in Cagayan de Oro City from November 17-19, 1995, shipment is hereby authorized subject to the following conditions:
1. The farms of origin shall be subject to inspection by the Veterinary Quarantine Officer of DA Region X and a representative of the Bureau of Animal Industry (BAI);
2. The cattle shall be subject to serological testing for FMD antibodies;
3. Random sampling of 20%-30% of animals to be transported shall be undertaken in the presence of the Veterinary Quarantine Officers of Region X and XI and the representative of the BAI. All bulls for display at the Beef Congress shall be tested. In case of a positive serology, shipment will not be allowed and positive animals shall be placed in strict quarantine. Payment for the testing shall be paid by the shipper.
4. Appropriate shipping permit shall be issued by the Veterinary Quarantine Officer of DA Region X upon issuance of the authority of shipment signed by the BAI Director;
5. Animals shall be segregated from the rest of the herd for fourteen (14) days and subject to inspection at the farm/s of origin by Veterinary Quarantine Officer of DA Region XI;
6. Animals shall be transported on previously cleaned and disinfected transport vehicles;
7. No feeds and fodder shall be allowed to be transported to farms of destinations;
8. Animals shall be subject to quarantine at the farms of destination for at least seven (7) days;
9. If FMD occurs at the farm/s of destination, all animals shall be burned and buried at the expense of the owner; and
10. Animals for display at the Beef Congress shall be subject to quarantine for at least seven (7) days at the farm of buyer in case the animals are sold.
11. Shipping rights relative to the Administrative Order may be revoked if the interest of the government so requires.
