PUBLICATION OF METERING DATA AT THE WESM WEBSITE
WHEREAS, Section 37 of Republic Act No. 9136, otherwise known as the "Electric Power Industry Reform Act of 2001" (EPIRA) mandated the Department of Energy (DOE) to supervise the restructuring of the electricity industry;
WHEREAS, following the restructuring of the electricity sector, the DOE shall, among others, encourage private sector investments in the electricity sector and shall endeavor to provide for an environment conducive to free and active private sector participation and investment in all energy activities;
WHEREAS, Section 30 of the EPIRA mandated the DOE to establish Wholesale Electricity Spot Market (WESM) that would facilitate a transparent and competitive market for electricity;
WHEREAS, Section 50 of the EPIRA mandated the Power Sector Assets and Liabilities Management Corporation (PSALM) to manage the orderly sale, disposition, and privatization of all generation assets of the National Power Corporation (NPC);
WHEREAS, Section 6 of the EPIRA, provides that generation of electric power, a business affected with public interest, shall be competitive and open;
WHEREAS, in the interest of transparent and level playing field for all industry participants, there is a need to make available necessary market information for business decision-making;
WHEREAS, said market information is invaluable for prospective investors in their decision to either put up the much needed additional generation capacities or acquire existing NPC generation assets, and to consumers in managing their electricity consumption efficiently;
WHEREAS, there is also a need to make available to concerned government agencies all pertinent information necessary for regulatory, oversight and policy-making purposes;
NOW, THEREFORE, in view of the foregoing, the National Transmission Corporation-Market Operator (TRANSCO-MO) is hereby directed to make public and electronically post the metering information at the WESM website within thirty (30) days from issuance of this Department Order.
For this purpose, the TRANSCO shall provide the MO all available metering data on a regular basis until such time as may be determined by the DOE. The metering information shall include, but not limited to electricity demand for each metering point every fifteen (15) minutes by customer name and customer class, and the substation where the metering point is connected. The TRANSCO shall likewise provide the total system load profile every fifteen (15) minutes.
The MO shall ensure that all interested parties shall have access to metering data through the WESM website.
This Department Order shall take effect immediately.
