1.0       In line with our continuing effort at further enhancing the efficiency and effectiveness of DBM operations, this Circular is issued to inform the heads of the Departments of Health and Education, Culture and Sports (DOH, DECS) and State Universities and Colleges (SUCs) including the Cordillera Administrative Region (Proper), Program/Projects of the Area Development Assistance Fund (ADAF) and Metropolitan Manila Area Development Authority (MMDA) of the additional delegated authority to the DBM Regional Directors to approve requests for authority to purchase motor vehicles.

2.0       All Regional Directors of the DOH and DECS, Presidents/heads of SUCs and other agencies affected by this new delegated authority to the DBM Regional Directors concerned, together with the Inventory Report of existing serviceable and Inventory and Inspection Report of unserviceable motor vehicles.

3.0       The guidelines prescribed under National Budget Circular No. 446, series of 1995 shall be strictly followed.
