Pursuant to Letter of Instructions No. 1217 establishing the One-Stop Documentation and Processing Center and the Labor Assistance Center and Executive Order No. 857 governing the compulsory remittance to the Philippines of foreign exchange earnings of Filipino workers overseas, all returning contract workers (OCWs) are hereby requested to submit starting December 1, 1983 an arrival card to enable the Ministry of Labor and Employment to monitor all returning contract workers to the country.  The card will be distributed to contract workers during their return flight to Manila and will be submitted to the Labor Assistance Center Unit located at the arrival area of the Manila International Airport.
