[ POEA MEMORANDUM CIRCULAR NO. 07, S. 1987, March 27, 1987 ]
NEW GUIDELINES ON THE DEPLOYMENT OF FEMALE WORKERS TO SINGAPORE
Relative to the need to streamline procedures in the hiring and deployment of female Filipino workers to Singapore and in order to provide a more efficient mechanism to monitor adverse employment market practices with the end of ensuring better employment terms and protection to female Filipino workers, the following guidelines are hereby issued:
1. Individual employment contracts shall now be provided to female Filipino workers bound for Singapore. Such contracts shall be submitted for authentication by the Labor Attache and approval by the POEA.
2. Job orders shall be considered for job pooling purposes only and shall not be the basis for deployment unless individual employment contracts are property verified and authenticated by the Labor Attache and consequently approved by the POEA. Verification by the Labor Attache shall no longer be required in cases where the work permit or in-principle approval letter by the Work Permit Department of the Singapore Ministry of Labor is already available.
3. Minimum acceptable wage rate for a domestic helper for Singapore shall be US$300.00 a month, with free board and lodging as well as free round trip airfare.
4. Any violation of the above shall place the erring agency or employer on the watchlist and upon recommendation of the Labor Attache if circumstances so warrant, may be recommended for inclusion in the blacklist without prejudice to other penalties provided by law.
5. Implementation of these guidelines shall take effect one month from its issuance to provide sufficient notice and lead time to all concerned.
