AMENDMENT TO MEMORANDUM CIRCULAR NO. 16-A, (1986) ON WAR-RISK AREAS AND PREMIUM PAY
Further to the amendment of Memorandum Circular No. 16, Series of 1986 providing premium pay for seamen on board trading vessels, the area coverage for seamen working on offshore and supply vessels are likewise re-defined pursuant to an agreement reached by the Tripartite Technical Working Group. For uniformity and standardization, the area in the Persian Gulf and the Gulf of Oman bounded by west of Longitude 57 and north of Latitude 24 are likewise declared war risk for offshore vessels. Seamen working on offshore vessels as defined in Circular No. 10 dated May 10, 1986 will continue to receive the same minimum 100% premium pay whenever they service Iranian/Iraqi oilfields, oil rigs, platforms and ports.
Manning agencies and their principals are hereby reminded to comply strictly with this Circular.
This Circular takes effect on November 1, 1987.
