DELINEATION OF RESPONSIBILITY FOR THE IMPLEMENTATION OF P.D. 856 AT ALL SEAPORTS AND INTERNATIONAL AIRPORTS IN THE PHILIPPINES



In line with provisions of R.A. 123 and in order to achieve maximum efficiency, the responsibility for the implementation of P.D. 856, otherwise known as the Sanitation Code of the Philippines, particularly Chapters II, III, and XV to XVII thereof, in all seaports and international airports throughout the country particularly those in the cities of Cebu, Davao, Zamboanga, Tacloban, Iloilo, Cagayan de Oro, Tabaco, Albay and San Fernando, La Union shall devolve solely on the Bureau of Quarantine, this Ministry.

The Bureau of Quarantine in Manila and its Quarantine Stations in the provinces shall thereby take all necessary steps to ensure the maintenance of a sanitary environment within the "rat-proof" zones in those international airports and seaports, including the supervision and control aver the sanitation of eating establishments therein and the issuance of sanitary permits thereto and their employees.

In Metro Manila, such jurisdiction shall extend over the MIA terminal building, the pre-departure area, transit lounge, employees canteen and observation deck, including airline catering point and in the rat-proof zones of both the Manila North and South Harbors.

The Director of Quarantine is authorized, in consultation with other agencies concerned to delineate the geographical areas encompassed within the aforementioned "rat-proof" zones.

The unnumbered Memorandum Circular issued by this Office on 1 October 1980 and all other previous orders and memoranda inconsistent herewith are hereby rescinded.

This will take effect immediately,
