CLARIFICATION ON THE DEFINITION OF HEAVY LIFT CARGOES AND CLASSIFICATION OF OTHER RELATED CARGOES AS SUCH
To finally resolve the issue on the proper definition of heavy lift cargoes, the following definition and proper classification of cargoes are hereby issued:
1. Heavy lift cargo shall refer to a very large and heavy single unit cargo, usually large heavy equipment the minimum weight of which is 5,000 kilograms (five (5) tons) and which is usually discharged or loaded by a heavy lifting derrick, crane or boom. Examples of this are: locomotives, bulldozers, graders, payloaders, transit mixers and the like.
2. Charges - Heavy lift charges shall be exclusive of equipment hire if vessels gear is inadequate for stevedoring services.
3. Repealing Clause - All PPA Administrative Orders, Memorandum Circulars/Orders issuances. rules and regulations inconsistent herewith are hereby revoked, repealed, amended or modified accordingly.
4. Effectivity - This Administrative Order shall take effect after fifteen (15) days following its publication in a newspaper of general circulation.

In the case of large machineries (e.g. boilers, generators, etc.) and other heavy and large equipment, part or parts thereof shall likewise be treated and considered as heavy lift; provided, that the single unit of such machinery part or component weighs at least five (5) tons. |

Steel products whether these are hot/cold steel rolls/coils, billets, etc., although weighing five (5) tons, shall still be treated as iron and steel products, with the corresponding cargo handling charges imposed therefor. |

Marble slabs/boulders weighing at least 5 tons a piece shall not be treated as heavy lift, and shall be assessed with the general cargo non-prime commodity handling rate. |

In the case of the preceding item, when containerized, the corresponding cargo handling charges for loaded containers shall be imposed, even if said cargo weighs five (5) tons or more. |
