1.         For the implementation and guidance of all concerned, enclosed is a copy of Department of Budget and Management (DBM) and Department of Education, Culture and Sports (DECS) Joint Circular No. 3 (See NAR Volume 11/4, page 810) dated October 30, 2000, promulgating the rules and regulations to implement the equalization in pay of elementary and secondary school principals.

2.         All incumbents of itemized positions of Elementary School Principals under the DECS, including those in ARMM-DECS, shall be granted salary upgrading by two (2) grades to be at par with Secondary School Principal positions.

3.         Concerned officials are hereby directed to ensure the immediate implementation of the salary adjustments authorized in said joint circular in accordance with the guidelines thereof.

4.         Wide dissemination of this Order is desired.
