[ BOC CUSTOMS MEMORANDUM ORDER NO. 54-93-A, December 23, 1993 ]
AMENDMENTS TO CMO NO. 54 03 DATED OCTOBER 25, 1003
CMO No. 54-93 is hereby recalled and in its place are issued the following instructions on the above subject:
1. The applicant in the transfer of a consolidation shipment shall be as follows:
2. The General Manager concerned or his duly authorized representatives shall submit to the Deputy Collector for Operations, who shall keep a file thereof for reference purposes, their specimen signatures, 2x2 photographs, and the representatives" position in the company.
3. Said application for transfer shall be endorsed both by the shipping line/agent and the outside CY-CFS operator concerned.
4. Prior to the filing of the application, the persons mentioned in No. (1) above may request for the opening of the container to make sure that there are no unmanifested shipments contained therein nor any gross discrepancy that may be found.
5. To accompany the application, among others, must be a copy of the consolidation cargo manifest covering the container to be transferred showing the complete list of all the contents thereof with the following information: a) B/L No.; b) Mark; and No.; c) Quantity; c) Description; e) Consignee; f) Weight (kgs.); g) Measurement (cbm), and a certification issued by the persons enumerated in No. (1) above that there will be no further amendment to the consolidation manifest filed with port.
6. All unmanifested shipments found in the container after receipt of the CY-CFS transfer application shall be immediately seized pursuant to the provisions of Section 2530 (g) of the Code.
7. Upon arrival at the outside CY-CFS, the Shipment shall be stripped in the presence of CHS, ESS, and outside CY-CFS Warehouse representative. A stripping report signed by the said persons shall be FAXED immediately to the District Collector and the Office of the Commissioner of Customs.
8. In no case shall transfer to an outside CY-CFS be allowed, when the pertinent consolidation cargo manifests and such other documents required herein are not attached to the application for transfer.
For strict compliance. Effective immediately.

- The General Manager of (he consolidator/ consolidator's agent/non vessel operating common carrier/freight forwarder or his duly authorized representatives.
