DECLARING THE LAST WEEK OF OCTOBER AND EVERY YEAR THEREAFTER AS "NATIONAL CORRECTIONAL CONSCIOUSNESS WEEK"
WHEREAS, in order to achieve the rehabilitation of offenders as embodied in Book IV, Title III, Chapter 8, Section 26, of the Administrative Code of 1987, it is appropriate and necessary to raise the level of program standards and to continuously create awareness for public participation in the re-socialization and reintegration of prisoners, probationers, and parolees into society as productive and law-abiding citizens;
WHEREAS, the dignity of the offender shall be the basis for the citizenry to extend support, humane understanding, and sympathy for his rehabilitation while confined and while under parole or probation, and social acceptance upon release; and that their families' well-being and important role shall likewise be emphasized;
WHEREAS, since the correctional workers and volunteers have always been vital to providing the most important services in safeguarding the adult and youth offenders, in rehabilitating and transforming them into normal and responsible citizens as their share in nation building, their efforts should recognized and supported;
WHEREAS, both the public and private sectors, equally responsible for ensuring a successful correctional system, are called upon to rally behind efforts to heal social cleavages and reintegrate our Filipino brothers and sisters into the mainstream of our national community;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the last week of October of every year as "NATIONAL CORRECTIONAL CONSCIOUSNESS WEEK."
