[ SRA SUGAR ORDER NO. 7, December 15, 1989 ]

ALLOWING THE USE OF "D" OR WORLD MARKET SUGAR BY MANUFACTURERS OF SUGAR-BASED PRODUCTS INTENDED FOR EXPORT TO FOREIGN COUNTRIES UNDER CERTAIN CONDITIONS



WHEREAS, sugar, whether in raw or refined form, is being imported under the provisions of Central Bank Circular No. 850, dated February 15, 1982 and/or under Sections 2001 to 2004 of the Tariff and Customs Code, for processing or as component of food products that are exported;

WHEREAS, the importation of such sugar by manufacturers of sugar-based products intended for export, if allowed to continue, could adversely affect the recovery of the local sugar industry;

WHEREAS, one way to discourage manufacturers of sugar-based products intended for export from further importing their usual sugar requirements from foreign sources, at prices lower than that of local or domestic sugar, is to allow said manufacturers to purchase "D" or World Market sugar from local sugar producers at prevailing world price for processing or as component in the manufacture of sugar-based products; provided such sugar-based products are not sold locally but are exported to foreign markets;

NOW, THEREFORE, pursuant to the powers vested in the Sugar Regulatory Administration, it is hereby ordered that:

SECTION 1.       That in order to implement the aforecited policy of the Sugar Board, "D" or World Market sugar to be produced during crop year 1989-1990 is hereby made available to processors and/or manufacturers of sugar-based products for export.

SECTION 2.       Guidelines for the proper and fair implementation of this Sugar Order will be issued by the Sugar Regulatory Administration.

SECTION 3.       Provisions of Sugar Orders, Circular Letters and other regulations which are inconsistent with or contrary to this Order are hereby amended, modified or revoked accordingly.
