All transactions pertaining to petroleum and other energy sources with entities in the Export Processing Zones, (e.g. SGEL) and free-ports (e.g. Subic) in the country require prior Certificate of Compliance from Energy Industry Administration Bureau, Department of Energy. Purchases from entities at these points are considered importations by the country, and conversely, sales to entities at these points are considered exportations.
