TRANSFER TO PORT OF MANILA OF GOODS SEIZED OUTSIDE BARTER TRADE AREA IN VIOLATION OF PD 93 AS AMENDED
I
OBJECTIVE
1. To safeguard and ensure the integrity of seized barter goods apprehended outside Barter Trade Area as defined under PD 93 as amended.
II
OPERATIONAL PROVISION
1. Within twenty-four (24) hours from time of issuance of WSD, the Collector of the Port issuing the WSD shall arrange for the immediate transfer of the seized goods from the Port concerned to the Security Warehouse, POM.
2. The Collector of the Port shall send by fax, telegram, radiogram or by any other convenient means, a report addressed to the Commissioner of Customs stating:

a.3. Size
a.4. Vessel
a.5. Date of Arrival
a.6. Registry no.
a.7. Bill of Lading no.
a.8. STC
B. Date of Apprehension
C. Violations found
D. S.I. No. ______ and date of issue
E. Shipping arrangement
Estimated time of Departure (ETD)
Estimated Time of Arrival (ETA) Manila

3. In view of the highly sensitive nature of the seized goods, Collector of the Port shall ensure that the seized goods are closely guarded by uniformed armed men coming from PNP and the Coast Guard until the seized goods are safely laden on board the carrying vessel bound for Manila.
4. Freight and other Cost of transportation shall be for the account of the Commissioner of Customs.
5. Collector of the concerned Port, shall designate at least (2) Customs guard to accompany the shipment to Manila until it is received in writing by the Warehouseman of the Security Warehouse where it will be stored.
6. Two (2) Customs guard shall submit after-mission report to Collector of the Port concerned attaching therein copy of the boatnote or any other written document evidencing that the shipment has been duly received by the Warehouseman, Port of Manila Security Warehouse.

EFFECTIVITY
This CMO shall be effective immediately.
