DBM WARNING ON FIXERS




1.0 We have been informed that there are unscrupulous people who offer "facilitating" services to government entities or those who have transactions with government. Misrepresenting themselves to have links with the DBM and other government officials, these people falsely claim to have influence on DBM to release funds or attribute to their own efforts funds that have been released.

2.0 They work for either a percentage of the funds released or say in the choice of contractor or supplier for a particular government project or transaction.

3.0 Please be forwarned. There is absolutely no need for fixers, brokers or facilitators in the release of funds. Entertaining these unscrupulous people or resorting to them only limits the efficiency of the money government spends for public services. More important, it undermines President Gloria Macapagal-Arroyo ™s efforts to rectify past misdeeds and promote moral uprightness in government and society.

4.0 The Department of Budget and Management (DBM) has operational systems and procedures as well as set policies for the release of funds for national government entities, government corporations and local government units.

5.0 For programs and projects that do not need clearance from the Office of the President, fund releases are made regularly and are assured to be forthcoming in accordance with schedules set by DBM as long as all required supporting documents are in order and submitted to the proper DBM office.

6.0 Fund releases for programs and projects that have to be cleared with the Office of the President are made after it has been ensured that there is no violation of any budgetary policy or rule and after such request has merited the President ™s clearance.

7.0 The DBM will continue to release funds according to budgetary procedures and policy. However, the DBM will withhold for investigation funding releases found to have been anomalous or influenced by intervention from fixers, brokers and the like.
