Please be informed that in accordance with Regulation I/15 (Transitory Provisions) of the 1995 Revised STCW Convention, the Maritime Industry Authority (MARINA), as the lead agency in the implementation of the said Convention pursuant to Executive Order No. 396 issued on 30 January 1997, hereby prescribed as follows:

1.         All endorsement of certificates issued before 01 February 1997 shall continue to be recognized until 01 February 2002.

2.         MARINA shall continue to issue, renew and revalidate endorsement of certificates in accordance with the provisions of the 1978 STCW Convention until 01 February 2001.

3.         MARINA Memorandum Circular No. 82 or its subsequent amendments and pertinent Maritime Training Council (MTC) Circulars on training shall continue to be the guidelines in the issuance of endorsement of certificates.
