This Memorandum Circular is being issued pursuant to the regulatory powers of the National Tobacco Administration under Executive Order No. 245 and after tripartite conferences with all sectors concerned which was conducted on February 25, 1992 in Urdaneta, Pangasinan.

All concerned are enjoined to observe strictly the aforesaid floor farm-gate prices of Native (Dark) leaf tobacco except Cagayan Valley tobacco crop 1992.
