GUIDELINES IN THE ISSUANCE OF ASSISTANT TRAINER ™S (APPRENTICE) LICENSE



Please be informed that the Philracom Board in its meeting held last Friday, 14 April 2000, resolved to amend by addition the Horse Racing Rules and Regulations by approving the new set of guidelines in the issuance of Assistant Trainer License.

RESOLUTION AMENDING SECTION 41.1, Letter œf  CHAPTER III OF THE RULES AND REGULATIONS (as further amended) AND BY ADDITION OF SECTION 41.2 TO THE IMPLEMENTING RULES OF PRESIDENTIAL DECREE NO. 420 AND FOR OTHER PURPOSES.

œf.    only horse owner shall grant and/or appoint an attorney-in-fact (licensed trainer or licensed assistant trainer) in the absence of his duly designated trainer. The appointed attorney-in-fact shall only exercise his authority whenever the trainer is absent or indisposed.

AMENDMENT BY ADDITION:

SECTION 41.2   QUALIFICATIONS AND REQUIREMENTS FOR LICENSING OF AN ASSISTANT TRAINER:

1.  HE MUST BE A FILIPINO CITIZEN, AT LEAST 18 YEARS OF AGE, AND OF GOOD MORAL CHARACTER;

2.  HE MUST BE SPONSORED OR VOUCHED FOR IN WRITING BY THE LICENSED TRAINER (PRINCIPAL) WHOM HE WILL SERVE AS ASSISTANT TRAINER AND THAT SAID LICENSED TRAINER MUST HAVE AT LEAST EIGHT (8) ACTIVELY RUNNING HORSES UNDER HIS TRAINERSHIP.

3.  ENDORSEMENT FROM THE SPONSORING LICENSED TRAINER RECOMMENDING THE ISSUANCE OF A LICENSE IN FAVOR OF HIS ASSISTANT TRAINER.

4.  HE MAY APPLY FOR A TRAINER ™S LICENSE AFTER A MINIMUM EXPERIENCE OF ONE (1) YEAR AS A LICENSED ASSISTANT TRAINER.

This resolution takes effect immediately.
