[ MTC RESOLUTION NO. 2, S. 2000, March 24, 2000 ]
REVISING RESOLUTION NO. 08, SERIES OF 1995 ON THE SUSPENSION OF ISSUANCE OF PERMITS TO NEW TRAINING CENTERS WHO WISH TO OFFER STCW AND OTHER MARITIME COURSES
WHEREAS, said Resolution was modified by Resolution No. 08, Series of 1997 allowing present accredited training centers to branch out in regions not offering new and required STCW Courses;
WHEREAS, with the effectivity of Resolution No. 03, Series of 1998, which provides the standard and procedures in the accreditation and monitoring of course programs conducted by maritime training centers in accordance with the requirements of the 1995 STCW, only a few maritime training centers have so far been authorized or accredited to conduct or intend to conduct certain required or mandatory courses, including the updating or refresher courses added to Annex 1 of the said Resolution, by virtue of Resolution No. 04, Series of 1999;
WHEREAS , there is a need to accredit said courses which are urgently required for Masters, Officers and Ratings as a requirement before their STCW 78 certificates shall be revalidated for service beyond 1 February 2002;
WHEREAS, the said courses are listed in the Annex to this Resolution;
WHEREAS , those courses need to be offered immediately on a wider scale in order that Masters, Officers and Ratings shall feasibly be accommodated;
WHEREAS , in a study made by the MTC Secretariat, there is a need to allow new training centers who will offer management, operations and support level courses to facilitate the revalidation of their certificates required by the STCW Convention as amended;
NOW, THEREFORE , in consideration of the above premises resolve as it is hereby resolved that:
1. Authorization or accreditation of courses may be granted to new training centers provided, however, that the courses which shall be offered are limited to those listed in the attached Annex 1; or
2. The new applicant will be establishing a maritime training center in a region where there is no existing maritime training center and should be supported by a feasibility study subject to validation;
3. All applications for accreditation shall be in accordance with the requirements of Resolution No. 03, Series of 1998 and such other guidelines that the MTC may issue.
